Requirements
Homeowners who are interested in the program must send their applications on or before September 30, 2014. GP&L may also be forced to discontinue the program before September 30 to meet funding requirements. To ensure the program is still available, you can call GP&L at (972) 205-2929.
— All homeowners must obtain a permit from the City of Garland prior to switching out their old air conditioning and heating systems, regardless of whether or not they participate in the Central Air Conditioning & Heat Pump Program.
— New installations must take place within the service area of GP&L. Customers must also be served by GP&L.
— The program is limited to existing businesses and homes.
— Applications are subject to approval and verification. In the event that an application cannot be verified, GP&L will be unable to issue credits.
— The HVAC contractor performing the installation must be licensed. Read our resource article on why you should hire a licensed HVAC contractor
— New installations must also have a Seasonal Energy Efficiency Ratio (SEER) greater than 15.0 and an Energy Efficiency Ratio (EER) greater than 12.0.
Items to be included with all applications are as follows:
1. Program application. Applications are available at GP&L’s official website.
2. Invoice of equipment installed by contractor, including serial and model numbers. Invoice copies must be legible.
3. AHRI (Air-Conditioning, Heating, and Refrigeration Institute) rating sheet. This can be obtained from AHRI’s website or from your HVAC contractor. This is the same as an AHRI reference data sheet which shows performance ratings and product identifiers.
4. HVAC permit. To obtain one, homeowners must go to the City of Garland’s Main Street municipal building, located at the following address:

Permits are available on the first floor of the building. An inspection must also be scheduled following completion of construction.
Savings
Participants who have successfully enrolled in the program and have completed construction can take advantage of the following bill credits. All installations must have an energy efficiency ratio of 12.0 or greater.
Credits for central air conditioning units
— $500 per unit for air conditioning installations with a SEER rating of 15.0.
— $600 per unit for air conditioning installations with a SEER rating of 16.0.
— $700 per unit for air conditioning installations with a SEER rating of 17.0.
Credits for central heat pump units
— $600 per unit for heat pump installations with a SEER rating of 15.0.
— $700 per unit for heat pump installations with a SEER rating of 16.0.
— $800 per unit for heat pump installations with a SEER rating of 17.0.
